NCC spokeswoman Kathryn Keyes said the commission -- through its contractor, Capital Property Guardians -- is trying two strategies to get the skateway going. Between the National Arts Centre and Patterson Creek, the contractor is flooding the snow-covered canal and developing an ice surface that is fairly thick, about 30 centimetres, but of poor quality.

South of Patterson Creek, the contractor is taking the more traditional approach of waiting for the ice to get thicker, then clearing the ice of snow.

The ice south of Patterson Creek is only at about 7.5 centimetres thick, and 20 centimetres of ice is needed to safely support heavy equipment.

Seriously, could Ottawa's weather be more bureaucratic, do you think?

Because I don't think it could.
